The insistence of any party to ignore the change in Syria is of no use to anyone – Senior Kurdish Official
Northern Syria – North-Press Agency
The member of the Executive Committee of the Movement for the Democratic Society (TEV-DEM) in north-eastern Syria, Aldar Khalil pointed to the importance of the Russian role in the understandings with Turkey, noting that insisting on ignoring the change in Syria benefits no one, but the beneficiaries of the crisis.
The Russian attitude
Regarding the Russian attitude, according to the statement of Mr. Alexander Lavrentiev, after the conclusion of the fourteenth round of Astana Talks, who said that the administration should be centralized in Syria with allowing certain elements of autonomy, and it should be discussed and applied if necessary. In a special statement to North Press, Mr. Aldar Khalil, the member of (TEV-DEM) pointed to the importance of the Russian role despite the Russian-Turkish understandings, and that the insistence of any party to ignore the change in Syria doesn't benefit anyone, but the beneficiaries of the crisis.
He continued: "What we see is reasonable, especially in light of the existence of serious intentions to achieve stability, is the openness to the existing reality and dealing the matters with the logic of solution, not by imposing things. Syria needs to have a change in its future, and without that it would mean that we are in a great dilemma and will have major negative repercussions for everyone, as the largest proportion will be definitely and unfortunately for the Syrian people.”
The Constitutional Committee
Aldar Khalil believes that until now, there has been no outcome from the meetings of the Constitutional Committee in Geneva, as the verbal fighting continues to prevail among the members of this committee without any practical impact on the ground, "We said that the formulation of any solution without what meets the needs of the Syrians wouldn’t produce any results, the Constitutional Committee which was formed by an international decision isn't a concerned committee and doesn't represent the Syrians, there is an exclusion of our regions and an absence of the will of millions in them. Also, the figures in this committee aren't those who can formulate a constitution as they represent the Muslim Brotherhood and the Salafism movement, in addition to the war lords in Syria, so what can be achieved by such figures or committees?" He said.
The attitude of the Autonomous Administration
Khalil clarified that the concept of the Autonomous Administration of north-eastern Syria contradicts the concept of centralization, "The existence of administration means decentralization, while the existence of centralization means the absence of the administration. In light of what has been achieved of acquisitions and solution projects for all the dilemmas and for all the components in Syria, we cannot accept centralization. Basically, in north-eastern Syria, the price of insisting on change and democratic solution is being paid, and if we accepted the imposed reality, there would be no change in the features of the solution in Syria, so all efforts that try to impose an inappropriate solution in the rounds of meetings that take place (Geneva, Sochi, Astana) don't achieve any results, and there would be no results without approval of what to put forward from proposals and opinions in north-eastern Syria.”
The attitude of Istanbul summit
Regarding the Istanbul summit which will be held next February and will include the leaders of (Germany, France, Britain and Turkey), Mr. Khalil made it clear that he doesn't know the details of that summit, but he believes that after the Turkish military invasion in north-eastern Syria, the international world opinion, especially the European, was contrary to what Erdogan wants, and many moves in that framework caused trouble for Turkey, "in light of Turkey's failure to contain many attitudes, it seems that it will try to overcome it with direct meetings, where Erdogan realizes the danger of the European role against him despite his blackmail, as the French President's recent statements regarding the relationship between Turkey and the Islamic State terrorist organization (ISIS) were frustrating for Erdogan.”
The demographic change
Aldar Khalil outlined his attitude on the demographic change that Turkey is conducting in the areas it has controlled with its backed Syrian armed opposition groups, saying: "The reality of the demographic change is worse than the occupation, where the latter's reasons and rectifiers for ending are possible, but the demographic change threatens the identity and the existence of the original components, and opens the doors for sectarian and ethnic conflicts, and this weakens the opportunities for the long-term stability in the region.”
Mr. Khalil referred to Russia's attitude on the demographic change and its condemnation, saying: "In these cases, condemnation and rejection aren't important because the required measure is prevention, so Russia's awareness of the dangers of this project pushes it to comment that it is unacceptable, but this isn't sufficient at all. Russia and all active powers including the United Nations must be vigilant, and must take their responsibilities in this context, otherwise we will be facing serious consequences.”
Attitude of the U.S. administration
In this regard, Mr. Khalil believes that there is an American division, and this could clearly be seen in President Trump's recent decisions and the American reactions. According to him there is "a blackmail on Trump by Erdogan on issues related to the U.S. President and his son-in-law, and perhaps this matter pushes Trump to turn a blind eye over the Turkish behavior, the matter which many people disagree with within the U.S. administration and the Congress,” as he stated.
With regard to the U.S. military withdrawal from Syria, Mr. Khalil pointed that the United States is still aware that its presence is important in the region, so he doesn’t believe that it will abandon the region permanently, as this presence is primarily due to a number of international factors and the state of the conflict between the U.S. and the others.
The European position
According to Aldar Khalil, Europe has always been the subject of Turkish blackmail, and Europe is considering Erdogan's threats seriously, because Europe has come to the certainty that what took place such as operations and serious transgressions against it in the period of ISIS strength was by turning a blind eye over Turkey, and it is trying to reach a balance, but Erdogan is hindering that, as he said.
The nature of the Russian influence
Concerning the Russian influence in Syria, Mr. Khalil said: "Russia is present by a decision of the Syrian government, and its presence with the continued membership of Syria in the United Nations is considered the most legitimate presence in accordance with the international law, but this law is in a clinical death in Syria because it isn't implemented in light of thousands of Turkish war-crimes, abuses and violations in Syria, we believe that there are many forces in Syria and the issue isn't resolved only by the presence of military or ground forces, because Syria has become the center of a great conflict as no single state or force can exclusively stay in the region.”
