Al-Assad issues amnesty for crimes committed in Syria

DAMASCUS, Syria (North Press) – On Sunday, the Syrian President, Bashar al-Assad, issued the Legislative Decree No. 13 of 2021, which grants a general amnesty for perpetrators of misdemeanors, offenses and felonies occurring before the date of the decree’s issuance.

The decree ranges between full and partial amnesty for a large group of those sentenced or wanted by the Syrian judiciary.  The most important thing included in the decree is amnesty for the internal and external fleeing.

The decree pardons kidnappings unless it caused the kidnapped person a permanent disability, death penalties would be replaced by life sentences with hard labor, and those life sentences would be replaced by 20 years with hard labor. 

The decree did not name construction violations, as well as the crimes of arms smuggling and espionage. It did not include dropping the financial fines owed to the state treasury as well.
