Syria to sign energy deals with Chevron, ConocoPhillips companies
DAMASCUS, Syria (North Press) – The CEO of the Syrian Petroleum Company, Youssef Qabalawi, announced on Wednesday that Syria is preparing to sign contracts with two major U.S. energy companies as part of what he described as “a comprehensive vision to reshape the country’s energy landscape.”
Speaking to al-Thawra newspaper on the sidelines of the 7th Syrian International Petroleum, Energy, and Mineral Resources Exhibition (SyrPetro 2025), Qabalawi said, “There has been significant progress in negotiations with leading international energy companies.”
He noted the beginning of “a new phase of cooperation with Chevron,” adding that “ConocoPhillips is also preparing to sign important contracts in the country.”
Qabalawi revealed that Syria’s energy strategy includes a “major transformation plan” to permanently close the Homs refinery and redevelop the site into a fully integrated residential area with essential public services such as hospitals and schools.
The new refinery, he said, will be constructed about 50 kilometers from the city of Homs.
“The new refinery will provide sufficient fuel to meet domestic needs and help Syria achieve energy self-sufficiency, with an eventual goal of exporting,” Qabalawi added.
These developments, according to the Syrian official, are part of “a broader national strategy to redefine Syria’s energy map.”
Meanwhile, U.S. Secretary of the Interior Doug Burgum stated, according to Syria Now platform, that “the United States is in talks with Syria to invest in the country’s oil and gas fields.”
