Syrian president appoints Mohammed Safwat Raslan as central bank governor

QAMISHLI, Syria (North Press) – Syria’s Transitional President Ahmad al-Sharaa on Friday issued a decree appointing Mohammed Safwat Raslan as the new governor of the Central Bank of Syria, replacing Abdul Qader al-Hasriya.

The appointment was made under Decree No. (99) of 2026, according to the state-run news agency SANA.

Raslan is regarded as a Syrian banking professional with international experience. Born in 1981, he holds a degree in economics with a specialization in accounting from the University of Aleppo, as well as a diploma in strategic management from Lazarski University in Warsaw.

He also obtained several international professional certifications in project management.

Over the past two decades, Raslan held various banking and administrative positions in Syria and abroad. He previously served as Director General of the Syrian Development Fund and worked as Credit Business Manager at the Pharmacists and Doctors Bank in Germany.

He worked as a consultant for Ernst & Young and Capco, and as a banking expert at TARGOBANK and Deutsche Bank. Raslan further managed one of the branches of Byblos Bank Syria earlier in his career.

According to SANA, Raslan has more than 20 years of experience in credit risk management, governance, and digital transformation in the banking sector.

In addition to his professional career, Raslan served on the boards of several community organizations in Germany and received multiple recognitions for his voluntary and charitable work.
