DAMASCUS, Syria (North Press) – The Syrian presidency announced on Tuesday that a joint understanding was reached between the Syrian government and the Syrian Democratic Forces (SDF) on several issues concerning the future of Hasakah governorate.
According to a statement from the presidency, the SDF has been granted four days to consult and develop a detailed plan for the practical integration of areas under its control.
The statement added that, if finalized, Syrian government forces will not enter the centers of Hasakah and Qamishli, remaining instead on their outskirts. Further discussions will determine the timeline and details of the peaceful integration process for Hasakah province, including Qamishli.
The agreement also stipulates that Syrian military forces will not enter Kurdish villages, and no armed forces will be present there except local security units drawn from residents, in line with the understanding.
The parties further agreed to integrate all SDF military and security forces into the ministries of Defense and Interior, with ongoing discussions on the detailed integration mechanism. Civilian institutions under the Autonomous Administration of North and East Syria (AANES) will also be integrated into the Syrian government’s structure.
The statement confirmed the implementation of Decree No. 13, which guarantees linguistic, cultural, and citizenship rights for Kurds. The understanding is scheduled to be implemented starting at 8:00 PM local time on Tuesday.
