Court to be activated to implement Social Contract articles: AANES

RAQQA, Syria (North Press) – The Autonomous Administration of North and East Syria (AANES) will activate a court tasked to implement articles of the Social Contract and will be considered like a constitutional court in the region, Farid Atte, co-chair of the AANES general council, said.

The court is an institution run by the AANES but will have total independence from other institutions at the same time.

The court is tasked to monitor the laws acknowledged in NE Syria and how much they match the Social Contract and also has the power to refuse any laws that do not suit the Social Contract, according to Atte. 

The court will resolve disagreements that may occur among the administrative regions of the AANES in accordance with the laws, Atte added. 

The new Social Contract, if approved, will reconstruct the whole institutions of the AANES starting from the local councils until it reaches the head of the AAENS. 

Parties, civil society organizations, segments of the people and the social categories among others will discuss draft of the Social Contract through the social events in NE Syria, Atte noted.   

The Social Contract, which acts as northeast Syria’s constitution, is a set of theoretical and practical foundations, laws, and organizational rules which are established to determine the relationship between the administration and the people, and to clarify the rights and duties of individuals and officials within society. 

On February 12, the committee to draft the AANES Social Contract completed the discussion of its articles in the headquarter of the Democratic Union Party (PYD) in Hasakah region.  

The committee consists of 157 members who are representatives of the AANES, political parties, civil society institutions, human rights and jurists, as well as social and tribal activities.
