Fuel crisis due to an administrative defect in Self-Administration institutions in Al-Hasaka 
While fuel and generators committees refused to make a statement to North Press, they pointed out that there is a great administrative defect inside oil institutions in Al-Hasaka city.    
          
The city of Al-Hasaka is experiencing a crisis in diesel and gasoline due to administrative defect inside oil institutions in Self-Administration in Al-Hasaka city, according to fuel board in the city, but it didn’t explain that “defect”. Citizens suffer from supplying fuel, they wait at petrol stations for long hours. 
Drivers and motorcyclists are waiting at petrol stations in the city for long hours in order to be supplied  with fuel, while some other stations are almost empty of those vehicles. 
The features of fuel crisis had been clarified for a month, at the beginning of the years the crisis wasn’t such great and fuel was available in different petrol stations in large quantities. 
Richest areas 
East Euphrates is considered as Syrian richest areas with fuel, it contains several big oil fields such as Rumeilan north-east of Syria (68 km east of Qamishli) along with dozens of other fields such as Al-Shaddade, Al-Jebesa and Al-Hol south and east of Al-Hasaka, Al-Omar field in Deir Ez-Zour (15 km east of Al-Busayra town) and Al-Tanak field in Al-Shietat desert in Deir Ez-Zour and other oil wells under the control of Self-Administration in north and east of Syria. 
Muhsen Al-Ahmad, a motorcyclist and a refugee from Deir Ez-Zour said to North Press that he stands in the queue for 3 to 4 hours a day to be supplied with few liters of gasoline. 
Al-Ahmad wonders about the reason for the crisis in petrol stations despite the richness of the area with fuel demanding Self-Administration assuming its responsibilities and putting radical solutions.   
For his part, another motorcyclist called Rami Aboud Al-Gharaf said to North Press: “We wait two hours nearly every day to get 10 liters of gasoline and if we fill it in bottles, checkpoints confiscate them.” 
“We are considered as the Syrian richest areas with oil, but we are obliged to wait for two hours to get fuel.” He added. 
Low quality 
Car and motorcycles’ owners complain about low quality diesel and gasoline, it isn’t refined well due to the lack of necessary equipment in Rumeilan refinery which produces the two materials for local use and distribute them to petrol stations in Self-Administration areas.  
Gasoline price at petrol stations is 75 SYP, while it is sold with 78 SYP in other stations despite the fact that the same material is distributed by “Sadkop” foundation to the city stations. 
The question asked before and then by North Press, both “Sadkop” foundation and region’s council refused to answer. 
Low price of local gasoline is due to its low quality because it is refined in primitive ways, while the price of one liter of gasoline produced by Syrian government is 410 SYP. 
As a result, most of car owners use local gasoline due to its low price. 
Muhammad Al-Ahmad, a taxi driver talked to North Press about his suffering saying: “Gasoline in most of petrol stations in the city is so bad, high quality is available only in specific stations” wondering about the reason of bad quality in some stations despite the fact that the source and the product are the same. 
Concerning regular gasoline produced in Banyas refinery in Syrian government areas, Al-Ahmad pointed out that its price is high and it costs 410 SYP, so taxi drivers cannot pay such a price for one liter.
 
As a result, taxi drivers tend to raise their fares which may be doubled, while local gasoline harms their cars and causes breakdowns all the time. 
Statement rejection 
Concerning fuel crisis the city experiencing, especially gasoline, Sadkop foundation refused to state anything blaming at the same time fuel and generators committees of region directorate council. 
While fuel and generators committees refused to make a statement to North Press, but they pointed out that there is a great administrative defect inside oil institutions in Al-Hasaka city.
