“The Constitutional Committee wouldn’t bring anything new” – Nasr Hariri

Nasr Hariri, the head of the Syrian High Negotiation Commission (SNC) said in a special statement to North-Press that the Constitutional Committee is just to provoke the Syrian sides, and the side which is relying on the military solution does not want a political solution, he pointed out that the solution for the Syrian crisis is linked to the compatibility of regional and international interests. Hariri considered the Constitutional Committee is like other previous attempts and won’t bring anything.
Hariri added that the party that relied on the military solution, and was killing the Syrian people for years does not want to resolve the Syrian crisis.
He stressed that if the Syrian government is convinced of a political solution, then the Constitutional Committee could lead to a change in the political transition in Syria starting with the constitution, but if it is to gain time and create a new reality on the ground, it wouldn’t success.
Hariri said that Syria has become a playing card at the international negotiating table, and that the Syrian solution is linked to interrelated regional and international interests.
If the Syrian conflicting parties agree on a solution without the international support and intervene or if the international country agree on a solution without the approval of the Syrian parties, it will not lead to a result.
Hariri said there is a possibility that the resolution 2254 will be implemented, i.e., that a political transition will be agreed upon according to the constitutional perspective and not in accordance with the military perspective.
He stressed that the constitutional process will not be easy, and the Syrian government can be delayed as if the constitutional process does not exist.
Regarding the military escalation that coincides with the start of the works of the Constitutional Committee, Hariri said: “It would not be logical for the United Nations to engage in any political activity, while the military escalation is ongoing”.
He continued: “The Syrian regime in each negotiation round was seeking a military escalation in order to force the Syrian opposition to withdraw, or not to attend the negotiating table”.
He also stressed that they would not be the reason for the failure of the political process and that isn’t in their calculations.
He also indicated that they are working to de-escalate in order to protect the present civilians, preserve the areas that aren’t under the Syrian government control and prevent a new wave of displacement, not in order to participate in the works of the Constitutional Committee.
