Social Contract to be shown for public before endorsed, AANES
RAQQA, Syria (North Press) – Draft of the Social Contract of the Autonomous Administration of North and East Syria (AANES) will be disclosed for the public before it is endorsed, a member of the committee tasked to draft the Social Contract said.
The Social Contract, which acts as northeast Syria’s constitution, is a set of theoretical and practical foundations, laws, and organizational rules which are established to determine the relationship between the administration and the people, and to clarify the rights and duties of individuals and officials within society.
The committee completed discussing articles of the AANES Social Contract on February 2 in Hasakah city.
The committee consists of 157 members who are representatives of the AANES, political parties, civil society institutions, human rights and jurists, as well as social and tribal activities.
“The people will submit their proposals for the draft by holding mass meetings across areas of the AANES,” Mariam Ibrahim, a member of the Social Contract in Raqqa said.
“The mass meetings are like direct popular referendum and will be convened across areas of the AANES at the same time,” Ibrahim added.
“The referendum is supposed to take one week,” he noted.
“Members who participated in drafting the Social Contract will be present in the mass meetings and will convey the people’s proposals to the expanded committee,” she added.
Subsequently, the AANES will be exposed to the general council for endorsement.
The new AANES Social Contract consists of 95 articles, increasable, and contains detailed items illustrating the mechanism of the work in the AANES institutions and the system as well as the basic principles in NE Syria.
