Syria’s Autonomous Administration determines 2021 public budget
RAQQA, Syria (North Press) – On Wednesday, the Public Council of the Autonomous Administration in North and East Syria (AANES) determined the public budget for the year 2021.
It is considered an unprecedented move since the AANES finalized its financial system in 2018.
2.47 trillion Syrian pounds (SYP) were set for the public budget for this year, an AANES official told North Press.
The importance of the public budget comes in its potential role in expanding the country’s economy out of its recession by controlling inflation, influencing income distribution, work incentives, consumption methods, monitoring the country’s resources and their uses, and controlling expenses.
The AANES allocated 80 billion SYP to secure 7,000 job opportunities this year, the official added.
The number of employees in the foundations of the AANES, including the Internal Security Forces (Asayish), exceeds 120,000, according to the co-presidency of the AANES Executive Council.
370 billion SYP were allocated for bread this year, the official added, revealing that 1,100 billion SYP is the current budget, with 160 billion set aside for investment.
The current budget is divided into two parts; the budget of programs and the budget of accountability centers.
The program budget aims to plan and monitor the ongoing activity of the administrative unit, such as the budget for direct wages, purchases of raw materials and the cash budget.
The budget for accountability centers aims to measure the extent to which managers of these centers implement budget programs.
The investment budget is the planning process used to determine whether long-term facilities or capital expenses are worth pursuing, where investment alternatives can be arranged according to the degree of risk and expected revenues for these alternatives.
The official pointed out that 52% of the investment budget is allocated for AANES’s individual regions, while 48% allocated for the general administration of north and east Syria.
