On Sunday, the Autonomous Administration in North and East Syria issued a general amnesty on the occasion of Eid al-Fitr, which includes crimes committed before May 17th, exempting from its provisions crimes of rape, drugs, and terrorism.
According to the decision of the Autonomous Administration, the entire penalty for minor offenses and two-thirds of the penalty for misdemeanors is waived.
The decision refers to three cases of felonies, in which the life imprisonment sentence is replaced by a temporary prison for 20 years, the sentence of temporary imprisonment is reduced by half, and the amnesty for the entire life or temporary sentence for the convict with incurable diseases.
The Social Justice Council in North and East Syria forms a medical committee to examine the beneficiaries of the illness section, upon a request from the beneficiary, within 15 days. The reports of the medical committee will be approved by a decision of the joint presidency of the Social Justice Council, according to the decision.
The amnesty decree excluded from its provisions the following: rape, drug trafficking and promotion, terrorism, and hidden and escaped convicts from justice (unless they surrender themselves within 60 days from the date of the enforcement of the decision).
The convicted person does not benefit from the provisions of this amnesty only after dropping the personal right or by reconciliation when there is a personal prosecution for criminal offenses. As for misdemeanor crimes, it is sufficient to pay fines.
Fees and decisions issued for the crimes covered by the provisions of this amnesty are met, and the convicted persons are released only after payment.
