Amending the military service is in the interest of the state’s public treasury – Analyst

Dr. Kamal Jaffa, an expert on the military and strategic affairs said: "The amendment of the military service act that was approved by the People's Assembly at its thirty-fifth session is to secure the resources in foreign currency for the Treasury directly, without complicated financial and legal procedures that go through long periods of time.”

 

The Syrian People's Assembly approved at its thirty-fifth session on December 17, 2019, an amendment to Paragraph (e) of Article (97)of the Military Service Act issued by the Legislative Decree No. 30 of 2007, to become as follows:

  • The allowance of the expired service that is imposed on the person in charge when he exceeds the age of 42 in accordance with the Public Funds Collection Act, therefore, the execution seizure of his funds is decided without the need to warn him. The provisional seizure shall be imposed on the funds belonging to the wives and children of the charged person, pending the determination of the source of these funds if the funds of the charged are insufficient to pay.

 

In this regard, Jaffa explained that after this amendment, age is no longer the legal document to the entry into force or drop the service duty at the age of the charged person, where the amendment set the allowance of the expired service to be collected from the person in charge who exceeds the age of 42.

 

This means that the person in charge inside or outside Syria is obligated to pay this amount and he will be legally chased and seized of his money, properties, the money of his wives and children if he did not legally obtain an acquittance of service, medical amnesty or monetary allowance that was confined to expatriates and under certain conditions.

 

Jaffa also pointed out that the amendment of the military service act is to secure resources in the foreign currency for the treasury directly, without complicated financial and legal procedures that go through long periods. He added that the service allowance is $8,000, and it does not drop due to the age of the person and that its aim is to secure the treasury rights of money, real estate and legacies owned by the Syrians who left Syria and failed to perform their national duties.

 

The expert concluded to North-Press that whatever the consequences of the decision that will be implemented, it might find disapproval from many Syrians who own real estates, lands, heritages, shares, and partnerships in tourist, industrial and commercial facilities or even the inherited shares for the persons in charge.
