Majed Hibbo, a member of the General Secretariat of the Syrian National Congress said that the United Nations over the 9 years of the Syrian crisis, is still substandard in dealing with the Syrian file.

Hibbo commented in an exclusive interview with North-Press, on the visit of the UN Special Envoy to Syria Geir Pedersen, by saying “The visit comes in the context of a dynamic military conflict in Idlib with active Russian participation, but considered among the military events there”.

The Constitutional Committee
Majed Hibbo pointed out that “there is an intention of regional countries, specifically Turkey, in nationalizing the constitutional committee, aiming at putting it under control,” adding that “despite talks of a development regarding the Committee, yet the problem and the lack of understanding about the mechanism of the work are still dominating the scene, because of the divergence in the stances among the parties”.

Hibbo had also expressed his belief that the discussions about the Constitutional Committee has no use anymore, especially in the light of the ongoing debate about alternative possibilities, such as the mini-committee of the United Nations and the international countries involved in the Syrian crisis (Russia and the United States), along with Egypt, UAE, Saudi Arabia, Turkey and Iran.

According to Hibbo, the Constitutional Committee is being taken, especially by Turkey, and Turkey-backed opposition that will participate in it, in addition to the Syrian government’s seeking to remove the other side or to obstruct the work of the Constitutional Committee by the proposed mechanisms of work.

Hibbo also ruled out the premise of the constitutional committee would have “lucky to live, given that the military-political conflict between the United States and Turkey by a proxy Kurdish factor, and the Russian-American rivalry over the Turkish position,” in addition to the agreement to hold Astana meeting early next month.

He added that the military file in Idlib is “the master of the situation in the course of the Syrian crisis, which means that the political solution will remain deferred, which means the that the political solution will be put on the shelf and the constitutional committee will not exist”.

Turkish Messages
Regarding the motives and backgrounds of the recently marked escalated level of the opposition groups’ military operations, Hibbo said that it is a “high-level messages, reflecting the nature of the situation in Idlib, and the US-Turkish dispute in East Euphrates, and the conflict in Idlib and its surroundings in Hama and western Aleppo and Latakia, those are simple Turkish messages, to prove that it can change the rules of the ongoing military game in Idlib, and could move the conflict from the de-escalation zones to other areas”.

Majid Hibbo, The member of the General Secretariat of the Syrian National Congress said that “this message is primarily meant to address Russia and the Syrian government that Ankara will not accept less than safe border areas such as Manbij in order to separate the areas of the Autonomous Administration, which clearly demonstrates that the military solution is the one existing.”

He expressed his hopes that Russia will have “a firmer attitude at the next Astana meeting concerning the Turkish ambitions and greediness in northern Syria, especially with Turkey’s unwillingness to implement former Idlib’s understandings regarding the separation of the various militant groups in northwestern Syria”.
