QAMISHLI, Syria (North Press) – The Euphrates River in Syria is experiencing one of its most volatile periods in recent years, marked by dramatic shifts from record-low water levels to sudden flooding and subsequent efforts to gradually reduce water flows. The evolving crisis has had far-reaching consequences for agriculture, local communities, and essential infrastructure across Syria.
From historic low levels to prolonged crisis
The roots of the current situation trace back to a period when the Euphrates experienced a severe decline in water flow, dropping to approximately 200 cubic meters per second. During the same period, the river’s level fell by an estimated five meters.
The decline fueled concerns over the implementation of water-sharing commitments, particularly those linked to a 1987 agreement requiring a minimum flow of 500 cubic meters per second into Syria.
The reduction was more than a hydrological statistic. It became a growing humanitarian concern, as more than three million people in Syria depend on the Euphrates for drinking water, irrigation, and electricity generation.
As water levels receded, large areas of farmland became unusable, while pumping stations dependent on the river’s proximity ceased operations, creating service gaps across parts of Deir ez-Zor and Raqqa governorates.
Sudden rise reshapes situation
After years of declining flows, the river experienced a sharp and unexpected rise, fundamentally altering conditions along its banks.
According to various reports, the increase was driven by heavy rainfall in Syria and Turkey, snowmelt in Turkey’s highlands, and the opening of spillway gates at the Atatürk Dam. In some periods, water inflows reportedly reached four times the river’s normal discharge rate.
The rapid surge forced Syrian authorities to take emergency measures at major dams, including opening spillway gates at the Euphrates Dam to release excess water and protect critical infrastructure from potentially dangerous pressure levels.
While technically necessary, the decision carried significant consequences downstream. Floodwaters began inundating farmland and low-lying areas, transforming the crisis from one of water scarcity into one of sudden flooding.
Euphrates Dam at center of operations
The Euphrates Dam became the focal point of efforts to manage the rapidly changing conditions.
On May 25, 2026, authorities began issuing warnings about unprecedented water levels. The following day, the Ministry of Energy announced the opening of four spillway gates for the first time in more than three decades, describing the measure as exceptional.
Officials said inflows had reached approximately 1,800 cubic meters per second, prompting the expansion of water-release operations through additional spillway openings.
Although these actions were intended to safeguard the dam, they effectively shifted the impact of the crisis toward residential and agricultural areas downstream.
Floodwaters cause widespread damage
By May 28, the consequences of the rising water levels had become increasingly evident.
Field reports indicated that thousands of dunams of agricultural land had been submerged in Raqqa governorate. Dozens of agricultural pumps were damaged, while some estimates suggested that around 50 water and electricity facilities were disrupted or taken out of service.
Areas including Madan, Sabkha, al-Karama, and al-Mansura witnessed unusually high water levels, prompting partial evacuations and placing thousands of families at risk.
At this stage, the Euphrates had become not only a waterway but also a source of humanitarian pressure, causing extensive damage to agricultural assets and public services while triggering temporary displacement in several low-lying communities.
Waters begin to recede
On May 29, Syrian authorities announced that areas surrounding the Euphrates Dam had moved beyond the immediate danger phase.
The closure of Spillway Gate No. 4, which had been releasing roughly 300 cubic meters per second, was accompanied by a gradual reduction in overall discharge volumes to approximately 1,400 cubic meters per second.
By June 1, a second spillway opening had been closed within three days, allowing floodwaters to recede across large parts of Raqqa and Deir ez-Zor governorates and signaling a transition from the flooding phase toward a gradual decline in river levels.
However, the retreating waters did not eliminate the damage already inflicted on agricultural land, infrastructure, and public services.
Multi-layered crisis
Based on the timeline of events, the Euphrates is not facing a single crisis but rather a complex sequence of interconnected challenges.
The river has passed through three distinct yet overlapping phases, a prolonged period of historically low water levels, a sudden and unprecedented surge in water flows, and gradual operational drawdown following widespread flooding.
This sequence has turned the Euphrates into a highly dynamic and unpredictable system shaped by climatic factors such as rainfall and snowmelt, operational decisions involving dam management, and broader hydrological conditions affecting regional water supplies.
Gradual recovery, lasting consequences
Current indicators suggest that water levels in the Euphrates are continuing to decline gradually following operational measures at the Euphrates Dam.
Nevertheless, the impacts of the flooding remain significant. Damaged farmland, disrupted pumping stations, and inundated residential and agricultural areas continue to require assessment, rehabilitation, and support as authorities and local communities work to determine the full extent of the losses.
