Qamishli forum discusses safe return of Displaced Syrians
QAMISHLI, Syria (North Press) – Civil society organizations convened a forum in Qamishli on Sunday to address the situation of forcibly displaced Syrians and the mechanisms for ensuring their safe and just return. The event, organized under the slogan “Towards a Safe Return and Fair Justice for the Forcibly Displaced,” brought together victims from Ra’s al-Ayn, Afrin, and Tal Abyad.
Nineteen civil society organizations participated in the forum, which focused on the living conditions of displaced persons both inside and outside camps, transitional justice measures, and redress for victims of forced displacement.
Orhan Kamal, director of the “Ta’azur” organization for victims, told North Press, “The forum is held today amid rapid developments in Syria. Victims from Ra’s al-Ayn, Afrin, and Tel Abyad are discussing opportunities and challenges for return and how these issues can be integrated into Syria’s transitional justice process.”
Hassan Biro a legal expert and forum participant, emphasized the importance of safe return, stating, “Every displaced person has the right to return to their city, but it must be under safe conditions.” He added that many camps still lack basic living necessities, explaining that under the previous regime, international support for these camps was not permitted, while the Autonomous Administration of North and East Syria (AANES) is unable to fully meet the needs of the large displaced population.
Biro also noted, “Even now, the transitional Syrian government cannot address the camps’ needs. It is primarily seeking international legitimacy and has so far paid little attention to the tragedies and issues facing forcibly displaced people.”
The forum attracted political and social figures, alongside delegations and guests from various Syrian governorates, including the coastal region, Suwayda, and Raqqa. Discussions highlighted the importance of ensuring that displacement issues are addressed within broader frameworks of justice and regional governance.
The forum concluded with plans to draft recommendations aimed at improving living conditions in displacement camps and facilitating the safe, voluntary return of displaced Syrians in accordance with internationally recognized standards.
