Moscow, Cairo platforms agree on framework for Syria political solution
DAMASCUS, Syria (North Press) – The Moscow and Cairo platforms—key components of the Syrian Negotiations Commission (SNC)—reached on Friday an agreement on a memorandum aimed at advancing a political solution in Syria.
While both platforms operate under the SNC umbrella, led by Badr Jamous, each maintains its independent leadership and policy positions.
Qadri Jamil, head of the Moscow platform, released the memorandum, which calls for a solution rooted in U.N. resolutions, preserving Syria’s territorial unity, and strengthening the SNC’s function as a negotiating body.
The memorandum outlines five main principles centered on fully implementing U.N. Security Council Resolution 2254 to achieve a political resolution.
According to the document, the Moscow and Cairo platforms, together with the Riyadh platform, will work to empower the SNC as a constructive negotiating entity focused on direct talks rather than serving as a cover for any political faction.
In late July, the SNC announced reforms to its internal bylaws. The Moscow platform subsequently accused unnamed parties within the commission of “manipulating the internal rules to advance personal and private interests.”
Signatories to the memorandum committed to pursuing a true political transition that would dismantle the de facto division within Syria, while also calling for the removal of all foreign forces, including the “Israeli occupation” of the Golan Heights.”
The document further states that both platforms are open to collaboration with all democratic, national opposition forces outside of the SNC framework.
Both platforms expressed a strong desire to work closely with the U.N. envoy to “accelerate the implementation of Resolution 2254 and ensure its application aligns with the resolution’s core intent and spirit, which has been a point of consensus among all parties involved.”
