Syria’s Autonomous Administration to approve its own constitution  

QAMISHLI, Syria (North Press) – The Autonomous Administration of North and East Syria (AANES) announced on Thursday that it would approve the Social Contract, which has been under development and drafting for a year.

This will be in the coming days and during a session that will be held by the AANES General Council.

The AANES defines the Social Contract, which acts as North and East Syria’s constitution, as a set of theoretical and practical foundations, laws, and organizational rules which are established to determine the relationship between the administration and the people, and to clarify the rights and duties of individuals and officials within society.

In a statement on its official website, the AANES pointed out that the expanded committee responsible for drafting the new Social Contract, consisting of 158 members including political and human rights figures, as well as representatives of civil society institutions, has concluded its meetings to vote on proposals from all segments of North and East Syria.  

The first meeting of the expanded committee to discuss the draft of the Social Contract was held on Jan. 11, 2022.

The draft of the new Social Contract comprises 109 articles divided into five chapters within four main sections, covering topics such as preamble, rights, and freedoms for all segments of the society in North and East Syria.

The expanded committee discussed the draft articles of the Social Contract until it reached the final version. Then, it moved on to the second phase, which involves dividing the mini-committee into groups within the AANES.   

On July 15, 2021, a mini-committee of 30 members was formed to prepare a draft for the Social Contract to regulate the political, economic and social work of the AANES.
