The interactive meeting was held in the context of the UN Human Rights Council&#8217;s 52<sup>nd<\/sup> regular session.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IICI, chaired by Paulo Sergio Pinheiro, presented their report on developments in Syria. Beside the many deaths caused by two earthquakes on February 6, the commission also stressed attacks in the northwest &#8220;during which hundreds of civilians were killed and injured,&#8221; including by Syrian government cluster bomb attack on a market in Idlib. The report said that these actions could constitute war crimes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Detention and related violations by State security forces were among the underlining root causes of the Syrian conflict,&#8221; the report went on to say. &#8220;Twelve years on, arbitrary arrests and torture, enforced disappearances, and deaths in detention continued.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pinhero also stated that the roughly 56,000 ISIS-linked detainees held at the Roj and Hawl camps in northeast Syria &#8220;subsisted in conditions that amounted to cruel or inhuman treatment and constituted the war crime of outrage upon personal dignity.&#8221; The chair urged countries to repatriate their nationals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian representative to the session said the commission &#8220;fabricated evidence and manipulated the information, the narrative and analysis of the facts, and used cunning phrases and vague terminologies, in order to make baseless accusations&#8221; against the government in Damascus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The representative also protested against the &#8220;illegal&#8221; presence of Turkish and US forces in the country, and repeated attacks by Israel on Syria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a discussion session held after the report was read out, one representative called for the UN Security Council to refer the situation in Syria to the International Criminal Court in The Hague.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During concluding remarks, Hanny Megally, a member of the IICI addressed the UN&#8217;s failure to deliver timely aid to Syria in the aftermath of the earthquakes, calling for an &#8220;inquiry or investigation&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Megally added that there had also &#8220;been some actors [in Syria] that prevented aid from coming into the areas at different junctures; Damascus was delaying delivery of aid.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the international community&#8217;s failure to send aid, he said, &#8220;they could have been related to over-compliance with sanctions, problems with legalities or insurance or others, but the reality was that people on the ground did not get the aid needed.&#8221;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Reporting by Sasha Hoffman&nbsp;&nbsp; <\/strong><strong><\/strong><\/h3>\n","protected":false},"excerpt":{"rendered":"<p>QAMISHLI, Syria (North Press) \u2013 At the 35th meeting of the Independent International Commission of Inquiry on Syria (IICI) on Tuesday, March 21, war crimes and missing aid donations dominated the discussion.
