AL-BAB, Syria (North Press) \u2013 <\/strong>The 42-year-old Orwa al-Absi, a pseudonym for an IDP residing in al-Bab city, east of Aleppo, northern Syria, has applied for an administrative job in schools of al-Bab many times, but was not hired as a result of hiring others according to favoritism and patronage by the Turkish-backed armed factions.<\/p>\n\n\n\n

Although he has 16-year-experience of administrative work he gained in schools of his town Ariha in the countryside of Idlib before being displaced, he has not been hired.<\/p>\n\n\n\n

“Patronage and having a relative of individuals operating within the ranks of the opposition factions are the most important certificate in hiring people,” al-Absi said.<\/p>\n\n\n\n

Officials of the local council in al-Bab and leaders of the armed factions, who take advantage of their positions, expand their power over several sectors including the education and health in order to hire their relatives in these sectors, according to IDPs and residents of al-Bab.<\/p>\n\n\n\n

Through this, leaders and officials of the opposition factions are following the same policy of the Syrian government in exploiting positions and gaining benefits for themselves and their relatives.<\/p>\n\n\n\n

“Institutions of both the regime and the opposition are of the same coin and are run by favoritism,” IDPs in the city say.  <\/p>\n\n\n\n

Since 2017, the city of al-Bab has been seized by the Turkish forces and the armed factions affiliated with them, the most prominent of which are al-Hamza Division, Sultan Murad Division, and Harakat Ahrar al-Sham.<\/p>\n\n\n\n

Incompetent people<\/strong><\/h2>\n\n\n\n

As a result of favoritism, incompetent people are hired, regardless of certificate or competence, and the competent ones are deprived of job opportunities, according to individuals applied for a job in the opposition institutions and were not hired.<\/p>\n\n\n\n

In November, the Education Directorate in al-Bab designated teachers in schools of Qabasin town although they bore institution certificates, not related to education, and neglected applications of other competent ones, according to applicants.  <\/p>\n\n\n\n

The 34-year-old Khaled al-Othman, a pseudonym for a teacher in a school in al-Bab said one of his colleges, who is a university graduate with a good experience in the field of education, applied for a job vacant in the same school.<\/p>\n\n\n\n

A week later, a relative of a leader of al-Hamza Division was hired although he bore a high school certificate only and he was not present in the job interview.<\/p>\n\n\n\n

“How was he appointed without attending the job interview?” al-Othman added.<\/p>\n\n\n\n

No objection  <\/strong><\/h2>\n\n\n\n

The number of those hired in the opposition institutions and operating organization of the faction leaders\u2019 relatives and friends is countless amid the residents\u2019 disability to express their rejection fearing harassment and arrest.<\/p>\n\n\n\n

The issue of the admission of Muhammad Jassem known as Abu Amsha, the leader of the Turkish-backed faction of Sultan Suleiman Shah, to the Faculty of Law at the Free Aleppo University<\/a>, is still causing controversy and indignation among students in Azaz in the northern countryside of Aleppo, northern Syria.<\/p>\n\n\n\n

Abu Amsha is known to be illiterate despite announcing that he held a fifth grade certificate when Turkey issued a military rank document for him years ago, according to opposition sources.<\/p>\n\n\n\n

But recently, activists and media outlets circulated the news of his enrollment in the Faculty of Law at the Free University of Aleppo, which is run by Turkey.<\/p>\n\n\n\n

The secondary certificate document was presented as proof of Abu Amsha\u2019s eligibility for university studies.<\/p>\n\n\n\n

The Free Aleppo University and the Local council of Afrin and the Education Directorate are exchanging accusations regarding the education certificates.<\/p>\n\n\n\n

Military leaders and powerful individuals take advantage of their positions and powers for personal and private gains, HR Officer in an organization operating in al-Bab said under condition of anonymity.<\/p>\n\n\n\n

Two months ago, the local council in the city forced them to “designate a guard in the organization who was a relative of the wife of a leader in Sultan Murad Division called Abu Youssef,” he told North Press.<\/p>\n\n\n\n
