IDLIB, Syria (North Press) \u2013<\/strong> Mustafa al-Hamdo a pseudonym for a displaced person in the city of Sarmada, north of Idlib, northwestern Syria, sits at the gate of Bab al-Hawa border crossing with Turkey, from which he returned because he was unable to obtain free treatment in its hospitals.<\/p>\n\n\n\n

Al-Hamdo said that he spent ten days in Turkey, moving between mosques and roads after hospitals refused to receive him.<\/p>\n\n\n\n

About two months ago, Turkey stopped granting Syrian patients a Temporary Protection Identification document (Kimlik) which allowed them to receive treatment in Turkish hospitals for free, and instead, it provided a medical tourist card, with a validity period of one month.<\/p>\n\n\n\n

The new card obligates the patient to return to Syria every month due to the expiration of its validity period, which increases the suffering of the patients and the costs incurred by them.<\/p>\n\n\n\n

In case of the Kimlik, the patient was able to renew it from any immigration department in the state he\/she was being treated within its hospitals. <\/p>\n\n\n\n

According to patients, the biggest problem they face regarding the new card is the lack of recognition by Turkish hospitals, as the latter refuse to receive patients who hold this card, the matter forces them to bear the costs of treatment at their own expense.<\/p>\n\n\n\n

Al-Hamdo, who suffers from a cancerous mass in the neck, needs $130 for each treatment dose, which forced him to return to Idlib because he was unable to afford his treatment in Turkey. <\/p>\n\n\n\n

Patients waiting for treatment <\/strong><\/strong><\/h2>\n\n\n\n

Because chemotherapy is not available for cancer in Idlib, patients resort to Turkey to receive doses.<\/p>\n\n\n\n

The decision to cancel the Kimlik grant and replace it with a medical tourism card for Syrian patients was issued by the Turkish Ministry of Interior in mid-August, Muhammad Abdullah, a pseudonym for an official at the Bab al-Hawa border crossing said.<\/p>\n\n\n\n

Abdullah pointed out that the Turkish Ministry of Health and government hospitals did not recognize the new card, meaning that the dispute on this issue is intra-Turkish.<\/p>\n\n\n\n

While the Turkish authorities have not commented on the new procedures and the demands to facilitate the entry procedures for Syrian patients until this moment, according to Abdullah.<\/p>\n\n\n\n

In September, the Medical Coordination Office at Bab al-Hawa Crossing issued a circular saying that the issuance of results of sick referrals will stop at September 11, until the activation of the new document for Syrian patients in Turkish hospitals.<\/p>\n\n\n\n

According to a previous statement by the Medical Coordination Office at Bab al-Hawa Crossing to one of the opposition media outlets, nearly 300 patients in northern Syria have postponed their entry to Turkey pending the activation of the new system and because of the pressure on hospital facilities.<\/p>\n\n\n\n

Succumb to disease <\/strong><\/strong><\/h2>\n\n\n\n

Ra\u2019ed Obaido, a pseudonym for an IDP in the border camps of Deir Hassan, north of Idlib, said that he has become hapless of his disease because of the inability to receive treatment in Idlib, and the high cost of treatment that exceeds his ability.<\/p>\n\n\n\n

Obaido suffers from cancerous masses in the head and needs immediate treatment, especially as doctors warned him of the rapid growth of these masses that could kill him at any moment.<\/p>\n\n\n\n

He added that he needs three months of work to be able to secure one dose of the necessary medicine, especially since his daily wage does not exceed 25 Turkish liras, (about 1,000 SYP, about $3), which is not enough for the price of some vegetables and bread.<\/p>\n\n\n\n

Cancer patients and urgent cases in Idlib say that staying for a long time without receiving treatment worsens their health condition, and that the high costs of treatment in private hospitals burden them financially.<\/p>\n\n\n\n

The condition of Ruwaidah Kalis, a pseudonym for an IDP in Idlib city, was not better than the other, as she is still trying to perform a free cardiac catheterization in one of the Turkish government hospitals.<\/p>\n\n\n\n

Kalis is unable to perform the operation at her personal expense, \u201cdue to the high costs of treatment and our poor financial conditions.”<\/p>\n\n\n\n

She said that she chose to remain inside Turkish territory after great trouble, as she had to wait three months until she was allowed to enter, in the hope of amending the decision and returning to the previous treatment system.<\/p>\n\n\n\n
