RAQQA, Syria (North Press) –<\/strong> Abdullah al-Aryan, a lawyer in the city of Raqqa, northern Syria, said on Tuesday that \u201cthe drafting of the new social contract requires that the participants in its drafting do not have any job capacity, to avoid the limited thinking within the scope of the Autonomous Administration’s work.\u201d<\/p>\n\n\n\n

On June 10, the General Council of the Autonomous Administration set the structure of a committee to renew the Social Contract<\/a> in force in the areas administered by the Autonomous Administration.<\/p>\n\n\n\n

Al-Aryan added to North Press that the current social contract for the Autonomous Administration was written in a hurry and bears a leftist socialist character, and no representatives from all regions participated in its drafting, which were still under the control of the Islamic State (ISIS).<\/p>\n\n\n\n

Al-Aryan stated that the participation of lawyers in forming the new social contract will contribute to its success, especially those outside the institutions of the Autonomous Administration.<\/p>\n\n\n\n

The Social Contract, which acts as northeast Syria\u2019s constitution, is a set of theoretical and practical foundations, laws, and organizational rules which are established to determine the relationship between the administration and the people, and to clarify the rights and duties of individuals and officials within society.<\/p>\n\n\n\n

The AANES drafted the first Social Contract after the establishment of autonomous administrations in the Jazira region, Kobani, and Afrin in 2014. After that, it was modified to the AANES\u2019s charter in 2018, when the AANES was announced.<\/p>\n\n\n\n

At the time, seven autonomous and civil administrations were formed in those areas (Jazira, Afrin, Euphrates, Manbij and its countryside, Raqqa, Tabqa, Deir ez-Zor).<\/p>\n\n\n\n

Al-Aryan stated that the preparation for the Social Contract requires a high level of professionalism, and must focus on making the contract a public character to avoid any emergencies or clashes between the people and the Autonomous Administration in the future.<\/p>\n\n\n\n
