{"id":59101,"date":"2021-05-08T17:40:17","date_gmt":"2021-05-08T17:40:17","guid":{"rendered":"https:\/\/npasyria.com\/en\/?p=59101"},"modified":"2021-05-08T17:40:18","modified_gmt":"2021-05-08T17:40:18","slug":"corruption-unfinished-infrastructure-in-syrias-suwayda","status":"publish","type":"post","link":"https:\/\/npasyria.com\/en\/59101\/","title":{"rendered":"Corruption, unfinished infrastructure in Syria\u2019s Suwayda"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>SUWAYDA, Syria (North Press) &#8211; For<\/strong> five years, the Technical Services Directorate in Suwayda has been in a difficult situation, which includes a significant scarcity of financial budgets, diminishing work contracts, and lack of diesel and gasoline in areas held by the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This situation has negatively affected the services in Suwayda to the great dismay of the population.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Disability and waiting for support<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Hamed al-Nashar (a pseudonym) lives in al-Maqous neighborhood, east Suwayda. This neighborhood suffers from the deterioration of the service situation, as the roads are narrow and unpaved and the sewage channels are old.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Five years ago, the Technical Services Directorate started working in the neighborhood, but according to al-Nashar, \u201cwork has stopped under the pretext of breakdown of the trucks and the lack of fuel and gasoline, as described by one of the engineers in charge of the work.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He told NorthPress: \u201cWe\u2019ve complained several times to the Governor of Suwayda, calling on the government institutions to rehabilitate the neighborhood and complete the work that was suspended several years ago.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, they have not received any answers about this government negligence, other than hints by the technical services committees about a large financial deficit and waiting for support from the government in Damascus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The population of al-Maqous neighborhood is 500 people, who struggle to walk on dirt roads, especially in winter, as the potholes fill with rainwater in addition to overflowing sewage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Al-Maqous neighborhood is one of dozens of neighborhoods that suffers from the lack of road services and infrastructure, albeit to varying degrees, with no government response.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Suspended projects<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Saleh al-Khair (a pseudonym), a government employee working within the Center for Construction and Service Studies in the Technical Services Directorate of Suwayda, told North Press, &#8220;The number of projects that have been suspended for years and scheduled to be implemented this year by the Technical Services Directorate of Suwayda exceeds fifty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those projects included &#8220;constructing main and sub-roads, re-expanding some squares, constructing parks and rehabilitating sewage canals, in cooperation with the municipalities of each region.&#8221; However, according to al-Khair, the financial budgets for the projects and according to the plan are &#8220;weak and unavailable.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Approximately fifty percent of the workforce left work at the Technical Services Directorate and went abroad either in search of work or fleeing compulsory service,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that this shortage of manpower cannot be compensated unless the government establishes sustainable development plans aimed at preserving the society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hazem Lotfi (a pseudonym), one of the new engineers in charge of following up on the vehicles parked inside the technical services garage, said that the scene of dozens of pieces of heavy machinery stopped inside the technical services garage in Suwayda is &#8220;painful and sad.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He indicated that the vehicles that cost tens of millions of Syrian pounds are not working now due to the inability of the local government in Suwayda to provide spare parts.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Administrative and financial corruption<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;There was administrative and financial corruption in the Technical Services Directorate by department chiefs and directors, whose main concern was to remain in their position without trying to improve the situation of the directorate and implement vital projects that could have been implemented,\u201d Lotfi said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;\u201cThe procurement committees that were formed every year by the governor of Suwayda contributed to the corruption process, because they dealt in secret with dealers of spare parts in industrial areas and issued fake invoices at fictional prices that exceeded their real value,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raed Awad (a pseudonym), a government official in the service sector in Suwayda, attributed the reason for the government&#8217;s inability to finance the Technical Services Directorate to the economic blockade imposed on the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He pointed out that spare parts are very expensive and many of them&nbsp; need to be imported from abroad, which is not feasible at the present time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;\u201cDespite the lack of financial support and the stoppage of the vehicles due to the lack of diesel and gasoline,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">work is still in place in many projects inside Suwayda,&#8221; according to Awad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Awad adds that the Syrian war imposed on the service directorates inside Suwayda has created a &#8220;difficult development and service
