Swaida-NPA<\/b><\/o:p><\/font><\/p>\n

A situation of tense among the people of Swaida
\n(south of Syria), due to the deterioration of the security situation in their city.
\n<\/o:p><\/font><\/p>\n

The political and military parts, composed of
\nthe governorate\u2019s residents, have tried to neutralize their area from the
\nbloody conflicts, that have taken place in the country over the past eight
\nyears.<\/o:p><\/font><\/p>\n

However, a kind of suspected security-related actions and its social
\nlaws have emerged recently in the city.<\/o:p><\/font><\/p>\n

Hiyam is a teacher in Swaida city, said in an
\ninterview made by North Press: “Days ago, I was walking with my mother in
\nthe city, two young men on a motorcycle, snatched my mother’s purse from her
\nhand. That made me feel scared, the feeling of which I have never felt it
\nbefore in Swaida since we live in a community that is similar to a family. I
\nwas shocked by the accident.”<\/o:p><\/font><\/p>\n

Hiyam\u2019s mother condition is not the only
\ncase, it turned to be a “phenomenon”.<\/o:p><\/font><\/p>\n

“Similar accidents have been made by
\nyoung people recently,” said Hiyam.<\/o:p><\/font><\/p>\n

She fears the spread of this phenomenon:
\n“Despite filing a complaint to the police station, yet, I am not
\noptimistic that the committers would be arrested, as the officers told me.\u201d<\/o:p><\/font><\/p>\n

Omar.M (his name is not mentioned at his
\nrequest ), came from Damascus countryside to Swaida, with his family, since
\n2012. He said, “I was feeling safe in Swaida, in terms of moving and having
\nrelations with people, I opened  a market
\nand had many relations, but, for about two years ago, things started to change,
\nin terms of kidnappings for ransom or carjacking.\u201d <\/o:p><\/font><\/p>\n

\u201cI could not use my own car after the sunset,
\nand I hired someone to stay in the shop, because I was too afraid to have an accident, of any kind. It is strange
\nenough that the gangs accused of kidnapping and robbery are known among
\nthe people, and their whereabouts are well known, yet, the responsible
\nauthorities do not do enough to stop such actions.” According to Omar.<\/o:p><\/font><\/p>\n

Ryan Ma\u2019arouf, a journalist, and the admin of
\na website interested in local matters in the governorate said, regarding the
\nphenomenon of kidnapping, which has been repeated lately, “Most of the
\nkidnappings of the last year, were greed of ransom. We have\/127\/civilian names,
\nwho  were kidnapped by gangs, some
\nunknown, but most of their members are known to the local community and
\nsecurity authorities.\u201d<\/o:p><\/font><\/p>\n

“Kidnappings had a negative impact on
\nthe city\u2019s economy, in general, although most of the civilians kidnapped inside
\nSwaida were from other cities, the spread of this phenomenon, made many Syrians
\nnot willing to set up economic projects,” Ryan said.<\/o:p><\/font><\/p>\n

According to the documentation made by Syrian
\njournalist Ryan Ma\u2019arouf, <\/span><\/span><\/span><\/span>“<\/span>the Kidnapping
\ngangs<\/span><\/span><\/span><\/span>“<\/span><\/span><\/span><\/span><\/span> <\/span>target
\nthe \u201carrivals\u201d to Swaida. Furthermore, he pointed out that the people who were
\nrunning agricultural, commercial or industrial projects within swaida, , \u201cHave left
\nthe city, for fear of kidnappings, which harmed the governorate\u2019s economy in
\nthe context of the unstable conditions in Syria. The security forces are not
\ndoing enough to prevent or limit the spread of this phenomenon, plus, dealing
\nin a negative way with the kidnapping phenomenon, and no measures have been
\ntaken to control it.\u201d<\/o:p><\/font><\/p>\n

He also draws attention to “the
\nviolations that have taken place in front<\/span><\/span><\/span><\/span> <\/span>of the checkpoints without any firm
\nintervention, and despite the fact that most of the families of the kidnapped
\nhave provided security reports to the authorities, and even if the kidnappers
\nwere known most of the times, all the authorities do is<\/span><\/span><\/span><\/span> <\/span>locating their
\nplace, as if they say to the people (do it yourself) .”<\/o:p><\/b><\/font><\/p>\n

The Syrian journalist suspect that some  (gangs) are related to officers of Syria\u2019s military
\nintelligence, while others are related to local factions.”<\/o:p><\/font><\/p>\n

The security forces refused to make official
\nstatements, regarding the seriousness of the spread of this phenomenon, when
\nNorth Press reporter tried to know
\ntheir views. Nevertheless, reliable sources of the governorate\u2019s police, who
\nrequested not to be identified, said that ” directives given to us preventing
\nany confrontation with the wanted, to avoid armed clashes, especially that most
\nof the gangs and wanted ones have weapons.”<\/o:p><\/font><\/p>\n

The source said that “the competent
\nauthorities have been monitoring the accidents in the city recently, the
\ninvestigations of  many are complete, and
\nthere are involved people of whom we are waiting for the order of arresting
\nthem.”<\/o:p><\/font><\/p>\n

According to<\/span><\/span><\/span><\/span> <\/span>some information,
\n“those who are registered as criminal offenses, are no more than 147
\npersons, including 18 persons registered as a threat to the security of the city’s”.<\/font><\/p>\n

The deterioration of security in Swaida is
\nunlikely to be solved in the coming days, “because it is linked to many
\nfactors, such as bad economic situation, the spread of poverty and the high
\nunemployment rate. As well as some other factors.<\/font><\/o:p><\/p>\n
