\nResidents of the town of al-Baghouz, southeast of Deir ez-Zor on the Euphrates River near the Iraqi border, suffer from a near-complete lack of services, despite it being a year since the expulsion of the Islamic State terrorist group (ISIS).<\/p>\n

\nAl-Baghouz, which was taken by the Syrian Democratic Forces (SDF) with the support of the U.S.-led Global Coalition on March 23rd last year, suffered during the war, especially since it was the site of the final chapter of ISIS. It was also bombed and shelled by Syrian government forces and the Shiite militias supporting them during various phases of ISIS's control over the town, which lies opposite the city of Albukamal; the Euphrates River separates them.<\/p>\n

\nDestruction is still everywhere: houses flattened, burned-out cars and trees, dried-up orchards, roads full of potholes, and the smell of mold remains like the smell of corpses, coming from many places under the rubble of the destroyed houses, according to the townspeople.<\/p>\n

\nThe town also suffers from the absence of main lines of drinking water, sewage, power lines and landlines, as violent battles, prior to the control over the last strongholds of ISIS’s "caliphate" caused great damage to the infrastructure of the town.<\/p>\n

\nOnly 15,000 of about 40,000 of the original residents have returned to al-Baghouz so far, where the people live under very difficult humanitarian conditions.<\/p>\n

Leishmania after ISIS<\/strong><\/p>\n

\nTayib Hamid, a resident of al-Baghouz, described to North-Press the availability of public services, such as water, electricity, and various needs as "non-existent".<\/p>\n

\nHe added, "The electricity cables are still cut, and we spend our nights using LED lights hooked up to motorcycle batteries."  <\/p>\n

\nHamid noted that the residents are forced to use the water of the Euphrates for washing and drinking as well, without any sterilization or filtering, which has recently caused the outbreak of leishmaniasis.<\/p>\n

\nHe called on the relevant authorities to provide electricity and water and to mobilize the municipalities to provide necessary services to the people. He pointed out that many people need assistance after their houses and properties were severely damaged as a result of the battles that ended a year ago.<\/p>\n

\nThe town of al-Baghouz is divided into two parts, Tahtani and Fawqani which are connected through a passage between the al-Baghouz hills and the Euphrates River. This was a road that ISIS fortified in the last 1 km² of its so-called caliphate before it was eliminated.<\/p>\n

Almost complete destruction<\/strong><\/p>\n

\nFawaz Muhammad, also from al-Baghouz, told North-Press: "We went back to our town and did not find anything but destruction. The situation is still very bad. We only have the Euphrates River, where animals live, but we are forced to fill our tanks from its water, although it causes diseases."<\/p>\n

\nHe attributed the lack of return of a large number of the residents to the loss of services, the absence of municipal work and the outbreak of leishmaniasis, which arose from the proliferation of insects on dirt and corpses, pointing to the lack of doctors.<\/p>\n

\nMuhammad highlighted the suffering on multiple levels, despite the existence of "a school in the town, but education is poor, fuel prices are very high, and the price of per liter of diesel reaches SYP 200, where high cost of living has exhausted the majority of the people."<\/p>\n

\nRegarding the aid that the humanitarian organizations provide to the residents of the town, Muhammad confirmed that some organizations provided aid through local associations, but what is distributed is "very little", because they "distribute every two months, so that we get a small amount of food, such as rice, flour, bulgur, and sugar in small quantities, and some oil cans," complaining of high prices and “very high” costs of foodstuff.<\/p>\n

The smell of corpses everywhere<\/strong><\/p>\n

\nFor his part, Ahmad al-Ali said to North-Press that some of the organizations that worked to remove the rubble, they were able to remove only a small percentage not exceeding 4% of the total destruction.  <\/p>\n

\n"We came back to our town after promises of reforms, so that life could return to normal, but no reforms have been carried out, despite the passage of a year,” he said.  <\/p>\n

\nAl-Ali noted that many families who returned to the town have set up tents after they found their houses completely destroyed, pointing out that "generators which have been installed in some neighborhoods operate for one day, then stop for several days because diesel is not available."<\/p>\n

\nHe talked about the presence of corpses in many places, in addition to scattered waste, and that the area is not habitable.<\/p>\n

It is worth mentioning that a North-Press reporter observed a massive amount of destruction in the town, where the majority of the buildings are still destroyed and no rubble has been removed, while dirt is spread all over the town and its streets.<\/p>\n

\nNorth-Press was unable to obtain clarifications from the People's Council in the town of al-Baghouz, given the validity of the decision which has been taken recently regarding the disruption of the Civil Administration institutions in Deir ez-Zor, as one of the precautionary measures to confront the outbreak of coronavirus.<\/p>\n
