DAMASCUS, Syria (North Press) \u2013<\/strong> Syria’s newly established People’s Assembly marks the country’s first legislative authority to be formed following the collapse of the former government, emerging during one of the most sensitive transitional periods in the country’s modern history.<\/p>\n\n\n\n

The body was created amid a complete constitutional vacuum after the suspension of the 2012 Constitution and the collapse of state institutions that had governed Syria for decades under the former administration.<\/p>\n\n\n\n

A new legislative authority<\/strong><\/h3>\n\n\n\n

The new Assembly represents an attempt to rebuild Syria’s legislative branch under a temporary constitutional framework issued in March 2025. The Constitutional Declaration outlines the legal foundations of the transitional period and governs state institutions until a permanent constitution is adopted.<\/p>\n\n\n\n

Before these developments, Syria’s People’s Assembly had served as the country’s official legislature since 1971 under Baath Party rule. The 250-member parliament was elected every four years through elections widely criticized for lacking political competition and operating under the dominance of the executive branch.<\/p>\n\n\n\n

That system remained in place until the fall of former President Bashar al-Assad’s government in late 2024, after which Syria entered months of political and constitutional uncertainty before the transitional constitutional framework was introduced.<\/p>\n\n\n\n

The March 2025 Constitutional Declaration suspended the previous constitution in its entirety and designated the new People’s Assembly as the country’s highest temporary legislative authority until a new constitution is approved and nationwide elections are held.<\/p>\n\n\n\n

The declaration set the Assembly’s term at 30 months, with the possibility of extension, and required lawmakers to adopt internal bylaws within one month of convening. Those regulations are expected to govern parliamentary procedures, committee formation, voting mechanisms, and legislative conduct.<\/p>\n\n\n\n

Indirect selection process<\/strong><\/p>\n\n\n\n

Given the exceptional circumstances facing the country, authorities opted against direct nationwide elections.<\/p>\n\n\n\n

Instead, provincial electoral bodies were established to choose two-thirds of the Assembly’s members through an indirect voting process, while the remaining one-third\u2014known as the “complementary third”\u2014is appointed by the President.<\/p>\n\n\n\n

The appointment mechanism was designed to address representation gaps and include specialists or groups that may not have been able to secure seats through the current electoral process.<\/p>\n\n\n\n

Under Decree No. 143 of 2025, the Assembly consists of 210 members. Of these, 140 are selected through provincial electoral bodies, while President Ahmad al-Sharaa appoints the remaining 70 members.<\/p>\n\n\n\n

Authorities said the system seeks to balance public representation with the practical realities of the transitional period.<\/p>\n\n\n\n

Seats were distributed among Syria’s governorates based primarily on pre-war population figures while taking into account displacement and wartime destruction. Aleppo received the largest share of seats, followed by Damascus, Rural Damascus, Homs, Hama, and Idlib. Appointment powers were also used to compensate for underrepresentation in heavily affected areas.<\/p>\n\n\n\n

Legislative powers<\/strong><\/h3>\n\n\n\n

Syrian President Ahmad al-Sharaa plays a central role in shaping the Assembly through his constitutional authority to appoint one-third of its members during the transition.<\/p>\n\n\n\n

Supporters argue that this mechanism ensures the legislature remains functional despite the absence of direct national elections, while critics say it raises concerns about the body’s independence from the executive branch.<\/p>\n\n\n\n

The Assembly holds broad legislative authority, including drafting, amending, approving, and repealing laws as part of Syria’s effort to rebuild its legal framework after decades under the previous government.<\/p>\n\n\n\n

Among its stated priorities are reviewing laws governing media, political parties, civil society organizations, and public sector employment, alongside broader legal reforms tailored to the post-Assad era.<\/p>\n\n\n\n

The Assembly is also responsible for approving the state budget and ratifying international treaties and agreements, giving it an important role in Syria’s efforts to re-engage with regional and international institutions.<\/p>\n\n\n\n

However, its oversight powers remain limited. It cannot withdraw confidence from the government or individual ministers, with its supervisory role largely confined to hearings and questioning sessions, reflecting the executive-heavy institutional balance established during the transitional period.<\/p>\n\n\n\n

Internally, the Assembly oversees members’ resignations, parliamentary immunity, and the formation of specialized committees covering legal, financial, and public service issues. Decisions are adopted by majority vote under internal regulations currently being finalized.<\/p>\n\n\n\n

A transitional institution<\/strong><\/h3>\n\n\n\n

The People’s Assembly is widely viewed as a temporary legislative body operating under what constitutional experts describe as the “authority of necessity”\u2014a framework intended to prevent a constitutional vacuum and ensure the continuity of state institutions until a permanent constitution is adopted.<\/p>\n\n\n\n

Under this model, the Assembly is considered a transitional institution rather than a permanent parliament, tasked with laying the groundwork for rebuilding Syria’s political system.<\/p>\n\n\n\n

Despite its significance, the Assembly faces several challenges. Critics question its independence due to the presidential appointment of one-third of its members, while others point to limited public participation resulting from indirect elections and an incomplete separation of powers compared with conventional parliamentary systems.<\/p>\n\n\n\n

Supporters, however, argue that the body offers an opportunity to rebuild Syrian state institutions after years of conflict. They say it provides a legislative platform for advancing reforms in transitional justice, media regulation, political party laws, anti-corruption measures, and governance, while serving as an initial step toward restoring public confidence and establishing the foundations of a future constitutional order.<\/p>\n\n\n\n
