QAMISHLI, Syria (North Press) \u2013<\/strong> Since the outbreak of protests in 2011 and the war that followed, Syria\u2019s education system has undergone a profound transformation, shifting from a centralized national model to a fragmented landscape shaped by military control, political division and competing authorities.<\/p>\n\n\n\n

As the country split into rival zones of influence, education also fractured. No single authority remained in charge of curricula, examinations or certification, and multiple parallel systems emerged, each reflecting the political and administrative realities of the territory where it operated.<\/p>\n\n\n\n

A decade of competing curricula<\/strong><\/h2>\n\n\n\n

In North and East Syria, the Kurdish Autonomous Administration of North and East Syria (AANES) established itself as an independent educational authority and introduced its own curriculum across areas under its control. Over time, that curriculum expanded to cover higher grades, eventually reaching secondary education.<\/p>\n\n\n\n

The educational landscape in the region was not uniform. In some areas, including Manbij and its countryside, the official Syrian curriculum continued to be used, while other districts adopted curricula backed by international organizations. The result was a complex and highly diversified system that reflected the wider fragmentation of Syria itself.<\/p>\n\n\n\n

In northwest Syria, education was managed by local bodies, most notably the Salvation Government in Idlib. Schools there largely followed a curriculum based on the former Syrian syllabus, but with revisions tied to the local political context. As in areas under the AANES, one of the central challenges remained the recognition of certificates and the uncertainty facing students seeking to continue higher education or move between regions.<\/p>\n\n\n\n

In the Aleppo countryside, educational governance was similarly divided between areas aligned with the Salvation Government and others administered by local councils using different curricula, contributing to wide disparities in educational standards and outcomes.<\/p>\n\n\n\n

Meanwhile, areas under the control of the former Syrian government until late 2024 continued to follow the state\u2019s official curriculum, which remained the principal reference for schooling and public examinations until the political transition reopened the question of educational reform.<\/p>\n\n\n\n

By the end of the war years, Syria\u2019s education sector had become a patchwork of overlapping systems, each with its own textbooks, exams and certification pathways, deepening institutional fragmentation across the country.<\/p>\n\n\n\n

After 2024: toward a unified system<\/strong><\/p>\n\n\n\n

With the political shift that began in late 2024, education entered a new phase centered on restructuring and gradual reintegration. The Ministry of Education launched a broad review of existing curricula and began rebuilding educational content on new foundations.<\/p>\n\n\n\n

The process included removing symbols and imagery associated with the previous era and revising sections of school subjects such as history, geography and religious education. According to the ministry, new editions of school textbooks were issued to reflect the state\u2019s updated direction.<\/p>\n\n\n\n

In 2025, the process evolved further as the 2024\u20132025 curriculum version was adopted as the basis for a new unified curriculum, while revisions continued. This marked a shift from limited content edits to a broader effort at restructuring the education system.<\/p>\n\n\n\n

Rather than impose the new curriculum across all grades at once, the ministry opted for a gradual rollout, focusing first on transitional grades in an effort to reduce disruption for students and teachers and allow time for adaptation.<\/p>\n\n\n\n

A similar transition took shape in the examination system, especially in eastern Syria, where arrangements were introduced between the ministry and the AANES to regulate public exams and facilitate student movement between different educational tracks.<\/p>\n\n\n\n

A key turning point came with the Jan. 29, 2026 agreement, which set out practical steps toward unifying the education system. The agreement included the integration of tens of thousands of teachers and the reopening of thousands of schools that began applying the unified state curriculum across large parts of eastern Syria.<\/p>\n\n\n\n

Under the transitional arrangements, students who had studied under the AANES\u2019s curricula were allowed to sit for public certificate examinations during the 2025\u20132026 and 2026\u20132027 academic years. The measure offered a compromise between acknowledging the educational reality that had existed for years and advancing toward a single national framework.<\/p>\n\n\n\n

At the same time, the ministry moved to establish the new curriculum as the sole future reference for education in Syria, while continuing teacher training and working to unify educational supervision across governorates.<\/p>\n\n\n\n

By 2025 and 2026, Syria had moved from full educational fragmentation into a phase of gradual but incomplete unification. A new system is now being built over the remnants of multiple educational structures that coexisted for more than a decade.<\/p>\n\n\n\n

Yet despite clear progress in unifying curricula and examinations, the process remains transitional. Its success will depend not only on institutional capacity, but also on the durability of political understandings and the ability to implement integration in a balanced way across Syria\u2019s diverse regions.<\/p>\n\n\n\n
