It further expressed support for the efforts of Kurdish leader Masoud Barzani, describing them as \u201ca key entry point to defuse tensions and a real opportunity to revive the political process and prioritize dialogue as the only way to resolve differing issues.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Emphasizing the long-term nature of the Kurdish issue, the KNC stated that it is \u201ca national matter rooted in the formation of the Syrian state and represents an essential right for a people living on their land, forming an integral part of Syria\u2019s national political process.\u201d It noted that resolving Kurdish matters requires constitutional guarantees and explicit political recognition within a unified national framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The statement underscored the Council\u2019s continued engagement with all relevant parties to stabilize the current calm, ensure adherence to agreements, and create conditions conducive to meaningful dialogue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The KNC also called for lifting the blockade and all restrictions on Kobani, facilitating humanitarian aid deliveries and ensuring unrestricted civilian movement. It described Presidential Decree No. 13 as an initial positive step that could be further developed into a constitutional framework reinforcing partnership and equal citizenship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Highlighting humanitarian priorities, the Council stressed that the safe return of displaced persons and refugees remains urgent and requires proper guarantees.
