It was framed as a temporary arrangement to manage the security structure within the two neighborhoods.

Background of the agreement

Signed on April 1, 2025, the agreement stipulated the continuation of the local security structure affiliated with the Syrian Democratic Forces (SDF) and the maintenance of its checkpoints, alongside ongoing official coordination with the Ministry of Interior of the Syrian transitional government through a joint mechanism.

It also called for preventing the entry of external armed factions, promoting stability and coexistence, and preserving local coordination between the community and official state institutions.

The SDF views the agreement as a political reference, considering any military action against the neighborhoods a violation of its terms. The Syrian transitional government, however, regards the deal as a fragile arrangement that can be revised if the security situation is deemed threatened.

Despite the agreement, the two neighborhoods remained subject to restrictions on movement and trade, with monitoring by forces affiliated with the Ministry of Defense of the Syrian transitional government at key entrances.

At times, limited security interventions took place to push out external armed groups. Meanwhile, Kurdish representatives attempted to revive dialogue to ease restrictions, but these efforts were often met with official responses leaning toward security and military pressure.

Previous rounds of clashes

Since the agreement was signed, several limited clashes have been recorded between Ministry of Defense forces and Asayish security units, most notably in autumn 2025. These confrontations resulted in the death of one security officer and injuries to others.

At the time, the Asayish denied targeting government checkpoints, saying the attack was carried out by “uncontrolled factions” affiliated with the government.

Since early January 2026, however, the clashes have escalated significantly, involving artillery and rocket shelling, as well as the use of tanks and heavy weapons by the transitional government or factions linked to it.

The Ministry of Defense announced that all SDF positions inside the two neighborhoods had become “legitimate targets.”

In response, officials from the Autonomous Administration of North and East Syria (AANES) described the attacks as a blatant violation of the April 1 agreement and tantamount to a declaration of war, stressing that the Kurdish side remains committed to the deal’s provisions.

Civilian and demographic impact

Reports indicate fatalities, injuries, and the displacement of residents. The majority of the population consists of people forcibly displaced from Afrin, making the continued shelling particularly sensitive from both civilian and demographic perspectives.

Key roads, including the Aleppo–Gaziantep route, have been cut off, disrupting civilian movement and the flow of goods and further exacerbating the fragile security situation in the two neighborhoods.

The Kurdish side emphasizes adherence to the agreement and the protection of civilians, asserting that any attack on the neighborhoods constitutes an assault on the Kurdish population.

The transitional government, for its part, describes the military actions as an effort to reassert state sovereignty over the neighborhoods and to dismantle or limit the SDF’s military presence, arguing that any future solution must be based on new security arrangements different from the April 1 agreement.

Developments in the two neighborhoods highlight the challenges of implementing security agreements among competing actors in a highly charged military and political environment.

They also underscore how temporary arrangements can quickly unravel amid shifting field and political dynamics, with direct consequences for civilians and daily life in the city.

By Taysir
