{"id":131395,"date":"2025-10-25T09:34:58","date_gmt":"2025-10-25T09:34:58","guid":{"rendered":"https:\/\/npasyria.com\/en\/?p=131395"},"modified":"2025-10-25T09:34:59","modified_gmt":"2025-10-25T09:34:59","slug":"washington-presses-congress-to-repeal-caesar-sanctions-on-syria","status":"publish","type":"post","link":"https:\/\/npasyria.com\/en\/131395\/","title":{"rendered":"Washington presses Congress to repeal Caesar sanctions on Syria\u00a0\u00a0"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>QAMISHLI, Syria (North Press) \u2013<\/strong> The White House is pressing Congress to repeal the remaining Caesar sanctions on Syria, arguing that maintaining them could undermine the country\u2019s transitional government led by President Ahmad al-Sharaa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly a year after the rebel insurgency that ousted Bashar al-Assad\u2019s rule, U.S. President Donald Trump has lifted most sanctions through executive order, fulfilling his promise to \u201cgive Syria a chance at greatness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the Caesar Syria Civilian Protection Act \u2014 enacted in 2019 to punish those supporting the Assad regime \u2014 can only be revoked by Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senior officials told <a href=\"https:\/\/www.al-monitor.com\/originals\/2025\/10\/inside-congress-battle-repeal-syrias-caesar-sanctions\">Al-Monitor<\/a> that the administration has made its position clear: it wants a full and permanent repeal of the law. Trump\u2019s Syria envoy, Tom Barrack, described the Caesar Act as a \u201csanctions regime that served its moral purpose but now suffocates a nation seeking to rebuild.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers across party lines, including Sen. Jeanne Shaheen (D-N.H.) and Rep. Joe Wilson (R-S.C.), have introduced amendments to the annual defense bill to repeal the measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, others, such as Sen. Lindsey Graham (R-S.C.), want conditions requiring Damascus to expel foreign fighters and avoid aggression against Israel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Supporters of the repeal say removing sanctions would enable Syria\u2019s reconstruction, estimated by the World Bank at $216 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critics, including several pro-Israel groups, warn that lifting restrictions could empower elements hostile to Israel and minorities like the Alawites and Druze.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As negotiations over the defense bill continue, the administration hopes Congress will act before year\u2019s end.
