Human rights organizations, including Amnesty International and the UN Commission of Inquiry on Syria, have documented numerous violations inside the facility over the years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The arrest marks one of the rare instances in which a former high-ranking military official is detained on charges related to abuses committed during Syria\u2019s years of conflict.
