Mills noted that this move does not necessarily require the repeal of the Caesar Act, which remains a separate legislative matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He clarified that the full repeal of the Caesar Act would require action by the congressional legislative committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He emphasized that the United States could play a direct role in supporting Syria\u2019s recovery by enabling American companies to participate in reconstruction projects and by facilitating economic agreements between Syria and countries in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commenting on Syria\u2019s political future, Mills stated, \u201cThe country has emerged from a dictatorship that ruled for more than 50 years.
