{"id":107089,"date":"2023-11-03T18:45:01","date_gmt":"2023-11-03T18:45:01","guid":{"rendered":"https:\/\/npasyria.com\/en\/?p=107089"},"modified":"2023-11-03T18:45:02","modified_gmt":"2023-11-03T18:45:02","slug":"turkey-should-investigate-strikes-targeted-civilians-in-ne-syria-hrw","status":"publish","type":"post","link":"https:\/\/npasyria.com\/en\/107089\/","title":{"rendered":"<strong>Turkey should investigate strikes targeted civilians in NE Syria<\/strong> <strong>\u2013 HRW<\/strong>"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>QAMISHLI, Syria (North Press) \u2013<\/strong> Turkey should thoroughly investigate strikes that killed or injured civilians in northeast Syria early in October and provide adequate redress, where appropriate, to victims or their families, said Human Rights Watch (HRW) on Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From Oct. 5 to Oct. 9, 172 sites in areas and cities in north and northeast Syria were struck by Turkish airstrikes, shells, and drone attacks, targeting residential areas, military posts, and infrastructure, including oil fields, gas plants, power stations, and others. &nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In their successive military operations in north and east Syria that is run by the Autonomous Administration of North and East Syria (AANES), the Turkish forces &#8220;appear to have repeatedly failed to take necessary precautions to avoid civilian casualties,&#8221; the HRW said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The number of <a href=\"https:\/\/npasyria.com\/en\/105895\/\" target=\"_blank\" rel=\"noreferrer noopener\">casualties<\/a> as a result of the Turkish airstrikes from Oct. 5 to 8 reached 28, 17 were killed, 11 of whom were civilians including a woman, and 11 were injured, of which nine were civilians including a child.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Under international humanitarian law, in the conduct of military operations, the Turkish Armed Forces and all parties to the conflict must take all feasible precautions to avoid, and in any event minimize loss of civilian life, injury to civilians and damage to civilian objects.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an exclusive statement to North Press early in October, Michael McCaul, Chairman of House Foreign Affairs Committee, stressed the need to <a href=\"https:\/\/npasyria.com\/en\/105966\/\" target=\"_blank\" rel=\"noreferrer noopener\">protect civilians<\/a> and civilian infrastructure in northeastern Syria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The HRW stressed that civilians harmed by Turkish military operations &#8220;deserve accountability,&#8221; adding, &#8220;Children with disabilities deserve protection and assistance.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It urged that &#8220;Turkey should thoroughly investigate strikes that killed or injured civilians and provide adequate redress, where appropriate, to victims or their families.
