Civil councils in Syria’s Deir ez-Zor discusses Social Contract draft

DEIR EZ-ZOR, Syria (North Press) – On Thursday, the mini-committee for drafting the Social Contract of the Autonomous Administration of North and East Syria (AANES) discussed the draft of the contract with the civil councils in Deir ez-Zor, east Syria.

The meeting of the mini-committee for drafting of the Social Contract was held in the meeting room of the People’s Assembly in the city of Hajin east of Deir ez-Zor.

The meeting was attended by jurists and members of the Civil Councils and residents of the area.

It aims to discuss the Social Contract with the attendees and obtain proposals and opinions regarding it, Tha’er al-Kereidi, a lawyer and member of the mini-committee for drafting the Social Contract, told North Press.

The Social Contract, which acts as northeast Syria’s constitution, is a set of theoretical and practical foundations, laws, and organizational rules which are established to determine the relationship between the administration and the people, and to clarify the rights and duties of individuals and officials within society.

Al-Kereidi explained that these proposals will be conveyed for discussion and then “they will be transferred to the expanded committee transparently and clearly.”

“The expanded committee then will take into account the proposals submitted during the meetings, according to the lawyer.

 Some terms of the Social Contract may be amended in accordance with these proposals, he added.

The mini-committee for drafting the social contract will continue to hold its meetings with social segments in order to reach the mass meetings to give everyone the opportunity to be informed about the draft contract before ratifying it, he added.

On February 12, the Social Contract Drafting Committee in the AANES completed its work on discussing the articles of the Social Contract at the city of in Hasakah, northeast Syria.

The draft consists of a preamble and 99 articles that begin with four main chapters: basic principles, rights and freedoms, community order, and general provisions.

The draft defines the system and form of governance in the AANES  and the basic points and principles plus legal provisions through which the regions of northeast Syria will be run.
